To begin, preheat oven to 400 degrees F and line baking sheets with parchment. Next, add the baking powder, sugar, and flour to a large bowl and mix until combined. Then, cut in the cold butter until it looks like sand.

Now, in a different bowl, whisk the milk, eggs, and lemon juice together. Pour these ingredients into the dry ingredients and stir until the dough forms. Using your hands, make it into a smooth ball.
